The Division of Equal Opportunity administers affirmative action programs and monitors complaince with first source and affirmative action aggreements.

Developers can receive tax abatements and other considerations from the City agreeing to employ Jersey City residents and minority and female workers in both the construction and operational phases of development. The Division monitors and oversees compliance with these agreements.

Jersey City has established goals for doing business with minority and women-owned businesses. The Division works with the Purchasing Office and other agnecies to implement these goals and to inform vendors of opportunities for doing business with the City or City agencies.

The Division:

• Provides advice and assistance to qualified local businesses in becoming certified by the New Jersey Division of Small, Women and Minority Owned Businesses
  
• Conducts programs to discourage discriminatory practices and promote understanding in human rights and community relations
  
• Investigates complaints of discrimination in employment, housing, education, and public accomodations
  
• Administers an affirmative action program to ensure equal employment opportunites for qualified job applicants and employees in the City's work force
  
• Maintains and analyzes data on the availability of minority individuals and women in the labor market
