JERSEY CITY - Mayor Jerramiah Healy and city officials announced today their plan to enforce a city business curfew that is designed to eliminate the late-night hangouts of street toughs and rowdies who have caused a number of violent incidents in the city.
Healy, who as a member of the city council in 2004 voted for the amendments to the curfew ordinance, said now is the time to eliminate the opportunity and the draw for disorderly groups to gather at 24-hour fast food joints and certain grocery market stores. The public, however, will have a month-long grace period where the city will employ an education and acclimation process to alert all businesses of the enforcement of the curfew.
“This ordinance was meticulously designed and restructured to be fair to all businesses, but to target those that have repeatedly been an influence or a meeting place for disorderly groups to gather and eventually create havoc in our neighborhoods,” Healy said.
The ordinance mandates that restaurants, sales and service businesses in outlined business districts must be closed between the hours of 11 p.m. and 5 a.m. all businesses, however, can apply for a waiver to be exempted from the ordinance. Police Chief Robert Troy said after a liberal grace period, police will begin enforcing the ordinance, particularly on businesses that have routinely been the gathering sites of rowdy groups and/or the place where police have had to respond repeatedly for service.
“This ordinance is not designed to infringe upon the rights of anyone, but we want to ensure our law-abiding citizens do have the right for a decent quality of life,” Troy said. “Very often the groups that gather at these types of establishments get into fights or become the catalysts for much of the unruly behavior in our streets. Well now, the party is over.”
